El Niño Almost Certain to Arrive In Next 2 Months: U.S. Forecaster

The U.S. Government warned on Thursday that the feared El Niño phenomenon, which can affect global weather, is almost certain to occur over the next two months, potentially adding strain to global food supplies.

El Niño conditions will likely arrive in August or September and lead to weak-to-moderate weather conditions over the Northern Hemisphere’s autumn and winter, the U.S. Climate Prediction Center (CPC) said in its monthly report.

This is the strongest prediction yet by the CPC, part of the National Oceanic Atmospheric Administration (NOAA), after it issued its first El Nino watch in June, warning the phenomenon could materialize in the second half of the year.

“Nearly all of the dynamical models favor the onset of El Niño beginning in July-September 2012,” the U.S. Climate Prediction Center (CPC) said in its monthly update.



“There is increased confidence for a weak-to-moderate El Niño during the Northern Hemisphere fall and winter 2012/13,” it said.

Its arrival, warming of waters in the equatorial Pacific Ocean, raises the chances of favorable planting conditions in South America but could roil farmers in Asia and Africa where it could deprive crucial harvests of rain.

Its effects will be closely watched in India, where the slow development of vital monsoon rains have already hampered the planting of summer crops, such as rice, oilseeds and cotton, and weather forecasters have already warned of the first drought in three years. The country is the world’s No. 2 sugar producer.

Concerns are also mounting in the cocoa market that El Niño-affected weather could damage harvests in Ivory Coast and Ghana, the world’s largest bean producers.

Cocoa prices jumped to nine-month highs on Thursday on ideas that a lack of rain could further curb prospects for the crop’s tail. Analysts have warned the market could tip into deficit.

Wetter weather in South America may come as a relief to farmers in Brazil and Argentina as crop planting starts in September, particularly after the dry spell caused by El Niño’s opposite number, La Nina, last season.

Heavy rains though can damage crops. Brazil is the world’s biggest producer of sugar, coffee and soybeans. Argentina is a major soybean exporter.

Keenly watched by the U.S. oil industry, the phenomenon may reduce the chances of storms forming in the Atlantic basin towards the end of the hurricane season that runs to Nov. 30.

In a separate report on Thursday, the weather agency predicted a slightly more active 2012 Atlantic hurricane season, but said warming seas and the arrival of El Niño would bring near-normal to above-normal storm activity.

California City Under Investigation Drained Reserve Funds

Law enforcement officials are investigating possible crimes in San Bernardino’s city government, which almost drained special funds to prop up its budget.

The near-bankrupt state of the community of 209,000 east of Los Angeles came to light when a new finance director discovered that previous officials shifted money for workers-compensation and liability insurance to the general fund, said Andrea Travis- Miller, interim city manager.

“The city has relied on a whole variety of one-time measures to balance its budget,” Travis-Miller, who began her job in May, said yesterday. “There have been transfers to the general fund with the expectation that they would be repaid. That became difficult.”

A day after she and the finance director warned of a projected $45 million deficit, the City Council voted to seek bankruptcy protection, according to documents and City Attorney James Penman. San Bernardino became the third California municipality to opt for bankruptcy in a month.

The city has been under investigation for several months by the San Bernardino sheriff’s office, the city’s police department and the local district attorney following allegations of crime, according to a statement posted on the sheriff’s website. The release said the probe is continuing and provided no details.

Travis-Miller said she knew of no intentional wrongdoing.

Faked Reports
At a council meeting this week, Penman said former municipal employees had understated the extent of the city’s fiscal woes in “falsified” reports during the past 16 years. He declined to name anyone. Mayor Patrick Morris, who took office in 2006, said that it was the first time he had heard Penman’s allegations.

Penman, who unsuccessfully ran against Morris for mayor, said in an interview that irregularities in city accounting became apparent to him in February, and he notified an “outside governmental agency” on Feb. 29. He declined to name the agency, or say whether it was a branch of law enforcement. He also wouldn’t detail the signs of irregularities he saw.

“All evidence of suspected wrongdoing has been turned over to the appropriate governmental agencies,” he said. The probe under way now was sought by city officials, according to the sheriff’s office.

Penman, first elected in 1987 as chief lawyer for the city, said the magnitude of San Bernardino’s financial crisis came to light only in June.

$127,000 Cash
Travis-Miller and Jason Simpson, the new director of finance, discovered that cash reserves had fallen as low as $127,000, jeopardizing the city’s ability to meet its June 15 payroll costs of more than $4 million, Penman said.

Travis-Miller and Simpson weren’t available to comment on Penman’s account, their assistants said.

In a draft of a budget document dated June 26 and released by the city clerk, Travis-Miller and Simpson wrote that San Bernardino was facing insolvency as both its general fund and special funds were out of money.

More than half of the projected $45 million deficit resulted from the city shorting special accounts such as those for retiree health, and workers’ compensation and general- liability insurance funds, according to the budget document.

Evan Westrup, a spokesman for Governor Jerry Brown, a Democrat, and the state Finance Department, said he had no comment as to the legality of the fund transfers. His response came before the disclosure of the law-enforcement probe.

Agency Dissolved
The dissolution of the city’s Economic Development Agency, one of about 400 such entities in California eliminated Feb. 1 by a new state law, compounded the crisis by taking away a source of revenue, according to the memo.

“The remaining fund balances cannot pay for ongoing operating costs and large sustained reductions will be required,” Travis-Miller and Simpson said in the memo, which was completed and released to the council July 9.

“The EDA shutdown was the straw that broke the camel’s back, but it was only a straw,” Penman said.

Because the city probably won’t have enough money to pay its employees through the next 60 days, it is poised to become the first California city to bypass mandated mediation with creditors by declaring a fiscal emergency and seeking court protection, Penman said. Stockton and Mammoth Lakes filed Chapter 9 bankruptcy petitions in the past month, the first such moves by municipalities in the state since 2008.

Declaration Vote
San Bernardino’s council has scheduled a vote July 16 on the emergency declaration that would let it skip the 60-day neutral evaluation process in which creditors have a right to participate, Penman said.

Stockton, a community of 292,000 east of San Francisco, and Mammoth Lakes, a mountain resort of 8,200, both went through mediation with creditors such as labor unions and bondholders before seeking bankruptcy in the past two weeks.

A law signed by Brown that took effect this year requires mediation before municipalities can seek court protection, without a declaration of fiscal emergency. Public-employee unions pressed for the law after Vallejo, a city of 120,000 in the San Francisco Bay area, went bankrupt in 2008 and asked the court to let it void labor contracts.

In Oakdale: Teen Girl Fabricated Rape Story


OAKDALE (CBS13) – In the small community of Oakdale, the word of a sex predator on its streets spread fast.

“Everybody was on edge. It was all over town, on Facebook, saying watch your kids cause it is a small town. We’re only 18,000 people,” said resident Stan Johnson.

A 16-year-old girl at Oakdale High reported being taken at knifepoint and raped. It was the first alleged sex crime in Oakdale in more than a decade.

“Oh I was concerned for my kids, yes. They don’t go like they used to go, because of it,” said resident Tawny Yates.

The Oakdale Police Department, with only two detectives, put their other investigations on hold.

“Our main concern was if this person is still out there, he may try to do it again,” said Det. Max Messina.

But when nearly a month passed, detectives were puzzled.

A re-creation of the girl’s timeline showed people would have likely seen something during an abduction, but no witness could be found.

“Some of the things just weren’t matching up,” said Messina.


On Tuesday, detectives asked their alleged victim to come in again for a 2-hour interview.

“She volunteered the information that she in fact made up the incident,” said Messina.

It was a hoax.

An estimated 200 man hours were spent on a crime that was never committed.

“This is not something we take lightly,” said Messina.

Detectives say the girl told them she wanted her mother’s attention – an excuse gaining some compassion from an Oakdale mom.

“It’s just really sad she was trying to get attention from her mom in such a manner,” said Yates.

But the threat was a fake.

Oakdale will still feel its effects as their police are now backlogged with real bad guys.

“We have to go back; get back on track for those cases,” said Messina.

At this point, Oakdale police say they are not pursuing criminal charges against the girl for filing this false report because they say she eventually told them the truth.

Obama sold himself to America as the multi-cultural ideal, a man who stood above politics. His father was a goat herder from Kenya, he would bring people together, so it went,” Gilbert explained. “While voters will overlook some fudging by politicians, promoting a false family background to hide an agenda irreconcilable with American values is a totally unacceptable manipulation of the electorate.”

What Gilbert presents is a direct challenge to the official narrative, arguing it is more likely President Obama has a deeply disturbing family background and a hidden Marxist agenda.

“Unfortunately, Obama’s style is to minimize, misdirect, and outright lie about damaging information about his past,” Gilbert said. “I hope the media will now demand that he come clean about his family background, his political foundations and fully reveal his agenda for transforming America.”

In writing his autobiography, Obama masked his relationship with Davis, naming him only as “Frank,” a friend of his grandfather who “lived in a dilapidated house in a run-down section of Waikiki.”

Gerald Horne, a contributing editor to “Public Affairs,” an openly Marxist political review, made the first positive identification of “Frank” as Frank Marshall Davis.

In March 2007, Horne gave a speech at New York University on the occasion of the Communist Party USA archive being placed at an NYU library.

In that speech, Horne discussed Davis, noting that Davis, who was born in Kansas and lived much of his adult life in Chicago, had moved to Honolulu in 1948 at the suggestion of his good friend, actor Paul Robeson. In the 1940s, Robeson was an outspoken critic of segregation and racial discrimination in the U.S., a strong advocate of the Soviet Union and a member of the Communist Party USA.

Horne also documented Davis’s friendship with the Dunham family in Hawaii.

“Eventually, [Davis] befriended another family – a Euro-American family – that had migrated to Honolulu from Kansas, and a young woman from this family eventually had a child with a young student from Kenya East Africa who goes by the name of Barack Obama, who, retracing the steps of Davis, eventually decamped to Chicago.”

Lorne further stated Davis was “a decisive influence in helping [Obama] to find his present identity as an African-American, a people who have been the least anti-communist and the most left-leaning of any constituency in this nation.”

After Horne’s speech, the identity of “Frank” was never in doubt, nor his importance in the development of the young Barack Obama.

On Dec. 5, 1956, Davis appeared in executive session before the U.S. Senate Subcommittee investigating “the scope of Soviet activity in the United States,” one of the McCarthy-era panels seeking to expose communists considered to be a security threat.

Invoking his Fifth Amendment rights against self-incrimination, Davis refused to answer a direct question asking if he was then a communist.

A year earlier, in 1955, a Commission on Subversive Activities organized by the government of the Territory of Hawaii identified Davis as a member of the Communist Party USA. The committee singled out for criticism several articles Davis published in the “Communist Honolulu Record” that were critical of the commission.

May 19th Communist Organization

Gilbert documents Obama’s association at Columbia University with what was known as the May 19th Communist Organization, an above-ground support group for the Weather Underground based in New York City from 1978 to 1985.

“May 19th” carried out raucous anti-Apartheid and anti-Klan protests and operated a host of front organizations.

At the time, Weather Underground co-founder William Ayers – Obama’s Chicago neighbor and colleague in education reform – wrote that May 19th provided “a sea for the guerrillas to swim in.”

Some May 19th members committed acts of violence and terrorism, such as the 1981 Nanuet Brinks robbery and murders, the bombing of South African offices in 1981 and the U.S. Capitol bombing in 1983.

“I spoke with a former FBI informant who told me the May 19th Communist Organization had a weapons training camp in the Catskill Mountains, run by former Black Panthers,” Gilbert told WND. “In addition, some May 19th members were sent to Cuba for several weeks each year with the Venceremos Brigade, a continuation of the SDS/Weather Underground program begun in the ’60s, for explosives training from Cuban intelligence, DGI.”

Obama’s election was not a sudden political phenomenon, Gilbert maintains.

“It was the culmination of an American socialist movement that Frank Marshall Davis nurtured in Chicago and Hawaii and has been quietly infiltrating the U.S. economy, universities and media for decades,” he explained. “To understand Obama’s plans for America, look no further than communist Frank Marshall Davis.”

"Feelings," don't exist!

The  Definition  is a little misleading because it does note that one has feelings, even though the word feel, is defined as the power to perceive by touch.  I think the plural version of the word should be eliminated from the dictionary.  Answer these few simple questions, and I will find it within myself to retract my opinion.


Can I feel(touch) one's feelings?

Can I see one's feelings?

Can I hear one's feelings?

Can I smell one's feelings?

Can I taste one's feelings?

I know the answer to all these questions, is no.  I use these five questions to determine how genuine something is.  Because if I can't see, smell, hear, taste, or touch something, it does not exist, this is a FACT.  

If you go to the doctor, and tell him/her that someone hurt your feelings, what could HE or SHE do to help you?  They can't operate on your feelings, however, they would be able to change or dissolve what you are feeling (IE: pain, anxiety, illness etc.).  

If a doctor, one who has studied the human anatomy, can't locate your "feelings" why would anybody want them?  Hurt "feelings" can only be cured by removing oneself from their "feelings."  I did it, and so can you, by admitting the FACT that "feelings" don't exist.  

Why would I choose to have "feelings" if I can't do anything to change them. If one does have these so called "Feelings," they exist and are affected solely by acts and behaviors of others.  Not you! Why possess something that you cannot control?

Please do not confuse the word "feelings" with care, emotion, heart, or pain.  Most people do feel, through the act of touching something, or someone.   We all feel some type of physical pain sometime in our life.  This does not mean we have "feelings." We all have and show emotion, but these "feelings" most carry around for no reason, can and will slow down any progress.  I believe this is one of many things we can eliminate from our daily lives to better America as a whole.

CA Energy Plan is Working!

UC Davis leadership in California energy savings

Nicole Woolsey Biggart, director of the UC Davis Energy Efficiency Center, holder of the Chevron Chair in Energy Efficiency, and professor at the UC Davis Graduate School of Management, is an expert in organizational theory and management of innovation, and can discuss the barriers to implementation of energy efficient technologies in the commercial building industry. The Energy Efficiency Center works with inventors, utilities and investors to propel promising energy efficiency solutions to the market, with a focus on lighting, heating, ventilation and air conditioning, and water use and transport. How to slash lighting energy use

When the California Public Utilities Commission called for a 60 to 80 percent statewide reduction in electrical lighting consumption by 2020, UC Davis was the first large institution in the state to act. Guided by UC Davis’ California Lighting Technology Center, campus administrators began a Smart Lighting Initiative to reduce the campus's electricity use for all lighting by 60 percent by the end of 2015. How California purchasing power can drive change

“The governor’s new executive order provides an opportunity for the state to further demonstrate leadership by using its purchasing power to drive innovation and adoption of efficiency technologies and strategies,” said Anthony Eggert, executive director of the new UC Davis Policy Institute for Energy, Environment and the Economy. Curbing lighting’s big energy appetite

Lighting accounts for nearly 30 percent of California's electricity use. Due to continued use of inefficient lighting, much of this energy is wasted. The California Public Utilities Commission has called for a 60 to 80 percent statewide reduction in electrical lighting consumption by 2020. The California Lighting Technology Center at UC Davis works closely with state agencies, manufacturing partners, and the research community to add new requirements in the pending state building code. “Upgrades for state facilities represent a significant opportunity to achieve our energy efficiency goals, provide green jobs, and reduce greenhouse gas emissions statewide,” said Michael Siminovitch, director of the California Lighting Technology Center and holder of the UC Davis Rosenfeld Chair in Energy Efficiency. Making rooms comfortable with less energy

Energy-efficient heating, ventilation and air-conditioning/cooling (HVAC) is the mission of UC Davis’ Western Cooling Efficiency Center. The center is supported by the California Energy Commission, as well as industry affiliates including utilities, manufacturers and contractors. Its research has changed California Title 24 policy to make rooftop packaged cooling units more efficient. The center has also installed and evaluated energy-saving strategies for the CEC’s Public Interest Energy Research program, such as “demand control” kitchen ventilation. Western Cooling Efficiency Center director Mark Modera developed Aeroseal, for sealing HVAC ducts in homes, recently named the “best home improvement” product by This Old House Magazine and currently under study in a Stockton home. Less energy to use and move water

Almost 20 percent of electricity used in California is spent moving, using and treating water. Frank Loge, director of the UC Davis Center for Water-Energy Efficiency said, "Public policy and business practice have treated water and energy as separate resources, but they are inexorably linked.” The center’s researchers have worked with the UC Davis Child Family Institute for Innovation and Entrepreneurship to commercialize water- and energy-conservation technologies, such as a system to convert wastewater into biodegradable plastic (being developed by Micromidas in West Sacramento). Center researchers have also begun work on a statewide strategic plan for water-energy conservation. Loge is a professor of civil and environmental engineering.
